SINA can be reinstated, suspension of 9 nurses lifted: Dr Rodgers

THE suspended Solomon Islands Nursing Association (SINA) can be reinstated and suspension of nine nurses can be lifted, said Dr Jimmie Rodgers.

Rodgers, Secretary to Prime Minister and member of the Oversight Committee, confirmed this during a radio talkback show on Sunday.

“Yes, SINA can be reinstated and suspension of nurses can be lifted but conditions of lifting on the statement on the regulation side can be clarified by the Arthony General John Muria Junior,” he said.

Rodgers said the first part is on SINA as a union and the second part is on the actual number of nurses that have been suspended pending investigation.

“And for these two there is a process through which reinstatement or lifting on those things can be happened but at this pointing time the investigation will be launched and once it was completed than the decision on lifting the suspension on SINA as trade union or deciosn on suspension on nurses as individuals can be addressed,” he said.

Attorney General John Muria Junior said, “suspension of any public officer is governed by public service regulations and if a person or any public servant complies lawfully to the regulations until the said period according to the regulations then the decision can be made of when to lift the suspensions.”

Muria Jnr said SINA as an association and nurses as public servants have two different legal mechanisms that can be looked at and so several rules apply to them.

He said these number of rules are manned by different people.

“It is difficult to tell a set time of when will the investigation be completed but it depends entirely on those people who looked after and charged with duty under the law to carry out the investigations SINA and the nine nurses.

“It could take a month, or six months but I can’t tell the right timing because different people will carry out their investigations and different people looked after the processes,” he said.

PAC enquiry on HCC scheduled

THE Public Accounts Committee is scheduled to hold public inquiry into the Honiara City Council audit report and 2019 budget outcomes after Parliament meeting on November 19.

Chairman of PAC, Douglas Ete confirmed this after the Committee’s meeting in Parliament yesterday.

Ete said the Committee agree to schedule the dates for the inquiry and passed it on Monday.

He said the Auditor General Office, Ministry of Home Affairs, Honiara City Council will be among stakeholders that will appear before PAC to testify on the audit report.

Furthermore, Ete said 2020 budget outcomes is still be completed and will need to through the process before reaching the PAC.

The Auditor-General received a request from the Minister of Home Affairs to do an urgent spot check on the Council finances and dealings on 18th June 2020.

This is due to media allegations on the Council administration mismanagement.

An audit pursuant to s.108 (3) of the Constitution, s.35 (1) of the Public Finance and Audit Act Cap 120 was conducted on the Council accounts and records on specific matters of concern.

In the meantime, the Government is likely to move a motion next Thursday to pass a resolution to spend month a quarter of 2019 budget from January to April 2021.

This is because the 2020 budget proper is not ready to table this sitting due to the coronavirus pandemic.

The government will also table a motion to extend the State of Public Emergency for the next four months when it ends on November 25.

ESP payment process continues

APPROVAL, informing recipients, signing of contracts and also raising of payments on the remaining part on the Economic Stimulus Package (ESP) continues this week.

Ministry of Finance and Treasury (MoFT) Permanent Secretary (PS) and Chairman of the ESP Committee McKinnie Dentana said with the process, they expect it to continue until the end of this month November, and probably payment will still continue next month December.

Mr Dentana updating on the ESP during yesterday’s ‘Covid-19 Talk-Back’ show said as of last week, their team have been trying to complete the last process especially on the remaining sectors such as in agriculture, fisheries and tourism.

“Approval, informing recipients and signing of contracts and also raising of payments on the remaining part on the stimulus package continues this week. This process we expect to continue up until the end of this month [November] and probably payments will still continue next month. But most of the formal process on approval and informing recipients as they come and sign off contracts and such, we expect it to conclude this month, while payments will still continue,” said Dentana.

“As of last week and this week, our team both from the ministry of finance, Prime Minister’s Office and the committees tried to complete the last process especially on the remaining sectors, mainly on agriculture, fisheries, tourism, and payments of  informing recipients progresses as of last week and will continue this week.”

The Permanent Secretary of MoFT said in terms of release of ‘public information’ is a priority and commitment on the stimulus package.

“As I have informed the public earlier, it is a requirement from the donor fund that also support the stimulus package that all information must be released,” said Dentana.

“But the avenue to release is what we are still progressing on at this stage. Uploading of all the applications is complete. We are waiting for final approval on some of the sectors before we upload the list of approval into the system. And that process we expect to conclude within the next one or two weeks and hopefully by the end of this month we should formally launch the software and information can be accessed through this process, or the platform that we design or recommend.

“So certainly information will be released on public as well as certainly proper channel will be provided.”

Mr Dentana in elaborating assures the public that the approval process still falls within the ‘four structure’ of the stimulus package.

“I want to assure the public that the approval process still falls within the four structure of the stimulus package as other policy approved in May. There is no misallocation or miss-approval according to the relevant structure of the stimulus package. The process of approval too still maintains as on the guidelines of the stimulus package, screening have been done by the screening committee, coming to the committee of the Oversight Committee, implementing, awarding, and of course the verification part has also been done by the government as well. So those processes still maintain,” said Dentana.

In final update, Mr Dentana said they have completed the first round of monitoring and evaluation of those who have received the stimulus package from July up to August.

“So report has been done and we expect to present it to Caucas and the government on Tuesday [tomorrow] this week. The report covers how the fund is used, what is its impact, so there is the commitment to ensure that the money or recipient who receives the stimulus package also meets their obligation and it goes towards the right purpose,” said Dentana.

“The first round of report is complete, I thank the youths engaged, managing to meet people who received the support and also ask and get their information. This is a report that will also be uploaded to the website and at the same time this information as soon as the process of auditing takes place, will also be available at Parliament, so there is no intention for information will not be withheld. All the relevant information related to the stimulus package will be public information for everyone to be able to access.”

Pre-poll today ahead of Wednesday by-election

PRE-POLLING for certain citizens who will not be available for voting on Wednesday this week is on today.

One pre-poll station will be made available to each constituency.

Pre-polling for Central Honiara will be held at the St Barnabas Cathedral while pre-polling for Northeast Guadalcanal will be held at Balasuna Bible Centre.

All campaign trails will wrap up tomorrow as North East Guadalcanal and Central Honiara Constituencies go to the polls on Wednesday, November 18 to elect their members of parliament.

A total of 14 candidates are vying for a seat in this week’s by-election for Central Honiara and North East Guadalcanal constituencies.

A concerned Central Honiara voter told Island Sun yesterday that some voters are still in tight race among candidates as by-election looms in the City.

“Most people reside in Honiara are now battling to win the minds of voters.

“There Ten candidates have been nominated and registered to contest the Central Honiara Constituency while four (4) for the North East Guadalcanal constituency.Only 14 candidates have been nominated for the two Constituencies by-election.

“Voters must look for the right leader or person that will lead both constituencies to share the concern of people in the parliament,” he said.

Meanwhile, 37 polling stations are set for North East Guadalcanal and 20 polling stations for Central Honiara.

Based on the 2019 data, the electoral office is expecting a big turnout of voters on polling day.

According to Chief Electoral Officer Mrs Jane Waitara, Central Honiara constituency is one of the biggest constituencies in the country with a higher voter population of 15,989 registered voters and North East Guadalcanal Constituency has a voter population of 5,168.

Seven observer groups and 59 individual observers will participate in the election this week.

Two former prime ministers are also in the political race for the top spot since the ousting of the former Members of Parliament (MPs) for the two constituencies.

The 10 candidates for Central Honiara include three females and seven males. For N/East Guadalcanal one female and three males.

Female candidates for Central Honiara include Pauline Radoe Firisua, Rose Annie Anilabata, and Jennifer Fugui. All are contesting as Independent Candidates. 

The male candidates for Central Honiara include runners up of the last election- Alfred Efona, Gordon Darcy Lilo, Joseph Douglas, Michael Tofu Saru, Frank Aote’e, Frank Sade Bilaupaine and Barnabas Bosokuru Henson.

Efona was the runner up of the last election behind John Moffat Fugui and will be contesting under the Solomon Islands United Party (UP) whilst Lilo is contesting under Solomon Islands Party for Rural Advancement, Aote’e with People First party, and the other four are independent.

For North East Guadalcanal, a runner up of the last election Derek Sikua is contesting under the Solomon Islands Democratic Party (SIDP), whilst Mr Tavali under United Party.

Both Mr. Norua and the only female candidate Mrs. Ethel Lency are contesting as Independent.

Naka’s genuine call

FORMER Beach soccer sensation and Honiara Titans veteran James Naka has made a genuine call to the responsible authorities to build proper standard Beach Soccer facility.

Speaking exclusively to SunSPORTS the one time World ranked sixth player uttered the importance of developing young and energetic players who love to play the sand footie.

“They need better sporting facilities and good coaches in preparation for the upcoming 2023 South Pacific Games and a way forward to developing the code,” Naka said.

“A beach soccer facility will be a dream come true for all of us who love to play beach soccer.

Solomon Islands in 2010 was ranked 14 th in the FIFA rankings and won every single regional championships then till 2006.

 He recalled the FIFA beach World Cup encounter against European giants, Uruguay in 2009 where the Biliki boys narrowly beaten 6-7.

“It was the biggest achievement for the country back then and it really answer the need for a venues, technical programmes and ongoing competitions, “he added.

“This is the key piece of the puzzle that we have been waiting for all along for our responsible authorities to put priorities for the better future of this nation.

Naka encourages young players to continue on training and work hard to gain fitness as this will need to be put in practice to maintain the strength.

He said that to become a hero on your own it’s all about the passion for football, train hard and keep fit and healthy.

He thanked SIFF and the government for continuing improving sporting activities in the country for the betterment of the country in future. 

Gov’t plans for beach soccer expansion

THE National Government has set plans to improve the future development of Beach Soccer in the country by expanding programs throughout the provinces.

This follows the completion of the National Invitational Beach Soccer Championship over the weekend.

The government’s National Hosting Authority (NHA) Executive Director, Christian Nieng in his closing remarks on Saturday 14 said there are plans to develop and promote the football code that once brings pride to the country.

Mr Nieng said that seeing that beach soccer has been competitive, NHA through SIFF will work to expand its programmes working with the Provincial Football Associations (PFA)

“Through SIFF the government ensures to work together with all 10 PFA clubs and establish Beach Soccer centers.”

Currently SIFF established only two centers in the province, Malaita and Western province.

 “This is to maintain the status of Beach Soccer in the Oceania region. Ï would like to applaud young and energetic players and our top beach soccer players, “he said.

He thanked SIFF for the technical support during the championship, and spectators for the fair support rendered to each team who participated.

He congratulated the winning team Malaita Kwikwi for their fine performance since the championship commenced.

Nieng also extend the government’s appreciation to the DC Park owner for availing its premises for the  sporting facility and looking forward to work together with the PRC to build more sporting facilities.

He said that the development of sporting facilities is now in progress as Indonesia funded multipurpose hall development is in its initial stages for the Pacific Games 2023 here.

THE Henderson Hammerheads Sharks retain their pride as winners of the 2020 PAC Sevens rugby competition’s tale for the third time in an exceptional hosting fashion on Saturday 14 at the Town Ground rugby stadium.

Twelve teams were pooled in four – a total of 21 matches played that featured emerging talents from within teams in Honiara and a visiting few from the province, in the union rugby code.

It was HHH Sharks that made an undefeated run throughout the competition and claimed the PAC 7s title in the Cup grand final against a determined Auki Tigers, 34 – 5.

The PAC 7s title was snatched from Sharks possession for the first time in 2019 by the Islanders. And for HHH head coach Philip Campbell their quest to reclaim it has accomplished.

“I’m certainly happy with the boys. We prepared for just two weeks, and it’s good to return number one again in the PAC 7s,” Campbell said.

“Islanders had it last year but we always come fighting hard for it.

HHH managed a two point difference 15-12 win against then reigning Champions Islanders in the Cup second semifinal before setting up the Cup final clash with Provincial side Tigers.

“Certainly big respect to Auki Tigers coming all the way from the province, it’s a good development strategy for Malaita rugby to send teams over to the capital. Good to see new talents competing, overall a big thing for Solomon Islands rugby,” Campbell expressed.

“Tigers were the number one team, I prefer, but again yes our boys needed that win.

For Campbell it was a double honor, to claim back the PAC 7s title and awarded Coach of the Tournament.

Despite a challenging year, HHH President Cory Chapman appreciates the support and the successful turnout of the event.

“With the current situation on now with the covid 19 and its restrictions to sports around the country, it’s pretty good to engage the rugby community to gather in a one day event to play the game we all love to play, and it’s a successful day,” Mr Chapman said.

YESTERDAY (15th Nov) 105 persons graduated from the Institutional Quarantine Facilities (IQF) after having completed their mandatory quarantine periods.

This was confirmed by the Acting Incident Controller Dr Gregory Jilini yesterday (15th Nov) during the Oversight Committee radio talkback show.

“Today we are graduating 105 of those who been quarantine from the quarantine stations after they have completed the duration of the quarantine period of prescribed in a regulation and also after the test have returned negative when detected.

“So, with those 105 that were released today leaves us with 86 yet still in quarantine and once they complete their quarantine period and testing requirement and tested negative on their tests according to the testing protocols they would be released and 16 still in isolation unit at the National Referral Hospital.

Dr Yogesh Choudri, technical advisor to Ministry of Health and Medical Services (MHMS), said all 105 persons went through four to five tests (4-5) tests and were all detected negative before released

“They have been tested negative 4-5 times this is to for us to ensure that there is no risk to the community. They are all clear and they are all negative,” said Choudri.

Secretary to Prime Minister and member of the oversight committee Dr Jimmy Rodgers said most of the people repatriated were tested negative over the period of 21 days before they flew into the country.

“This means as far we know all the released personnel are negative, no more risk.

“Those that are graduated as far we know   yes, they are free, they get their certificate which means they have been quarantined and now they are known not the threat to community,” said Rodgers.

Mine occupiers claim police harassed them

LEADERS of Verahurua and Kokori Communities in Gold Ridge, Central Guadalcanal, claimed they were intimidated and harassed by the Royal Solomon Islands Police Force.

In a letter sent to RSIPF Commissioner Mostyn Mangau on Monday this week they informed the conduct of members of police sent purportedly to keep law and order while “an unlawful forced eviction of settlers is being conducted by Gold Ridge Mining Limited”.

“Condition for us to move out of the Mining Lease Area was agreed to with the previous owners of the mine,” the community leaders wrote in the letter.

“We expect the new owners to respect the existing agreements and will not vacate our settlements without the new owners agreeing to consider what was previously agreed to with previous owners,” they added.

Australia’s Santa Barbara last operated Gold Ridge but left in 2014 after its operation was affected by flash floods.

It sold the mine to landowners for $500.

Currently the landowners registered under Goldridge Community Investments Ltd (GCIL) are partnering with Australian-based Chinese company AXF and China’s Wanguo Mining International.

The landowners requested the Police Commissioner to investigate allegations that members of the force had been involved in the dismantling and burning down of dwellings during the eviction exercise and further refrain from sending officers without proper authorization and supervision.

However, Chairman of GCIL, Walton Naezon said the allegation was not true because they gave them eviction notices and held talks with them before carrying out the exercise.

Naezon said they removed people living around pit 1 and pit 2 of the mine site.

He said next week they will remove people living around pit 3 and pit 4.

Furthermore, Naezon said most of the people are not original landowners but those that relocated from Lunga to the mine site after the ethnic tension in 2001.

In another letter, the landowners claimed they have outstanding issues with former owner St Barbara before it left.

They want the new owners to settle the claims before they can move out of the mining lease area.

Some of the claims including building schools, clinic, water supply, renovation of houses and supply of gardening tools etc.

Furthermore, the Chief of Verahura also asked the government to secure Tataona customary land for new resettlement away from the mining lease area.

They want the company to prepare $10,000 for the potters of each family; payoff their properties; set aside package for youths; build houses for newly wed and etc.

The Kokori want the company to complete last trance of $700,000 before they leave.

Naezon said some of the demands are part of the agreement which the company will honor.

He said building school, clinic, water supply and others are part of the medium- and long-term plan of the company.

Naezon encouraged people who are not happy to fill up the grievance form at the boom gate so he can deal with their issues.

GG urged to intervene in suspension of nurses

LEADER of the Independent Group, Dean Kuku calls on the Governor General to retrieve some of the emergency powers vested in the Prime Minister following the suspension of some senior nurses.

In a statement Kuku said:

“I am deeply disturbed as a one-time public service minister, that due process wasn’t followed to warrant the nurses’ suspension.”

He said there are preconditions for suspension, as highlighted in various high court judgments, which included:

  1. That suspension orders must be in the interest of public service
  2. Investigations should have been carried out prior to the suspension
  3. Whether it is considered undesirable to transfer the suspended officer to other work while disciplinary proceedings are carried out.

Kuku said the suspended nurses had a justifiable claim for which they may be disciplined, but there is a process government must follow which protects both government and the suspended individuals.

“Sadly, this wasn’t the case,” the Independent leader said.

“It seems, the PM undoubtedly put unnecessary pressure through the oversight committee on Covid-19, on the public service, through the permanent secretary to issue letters of suspension,” he added.

Kuku said the government’s action was an attack on our democracy emanating from the unintended consequences of the powers vested in the Prime Minister under the State of Public Emergency for which the PM and GG must be held accountable.

“I call on the GG to intervene, because the PM’s powers under the state of public emergency is not unfettered, rather it can be checked, given the collateral damage caused.”

Kuku said looking at what transpired in the nurses’ suspension there was no way they would receive justice in their cases from the public service because the process leading to their suspension is already tainted with irregularities.

“The public service has a big role to play fair go, and be the buffer when political interference comes to play.

“But when we give allowance for this to play out unchecked, it simply means our country is leaning towards dictatorial governance.

“In its current form, it is too open for executive abuse.”
