Community leaders across SI empower on peacebuilding

ABOUT 60 community leaders across Solomon Islands have been empowered with abilities to prevent and resolve conflicts through a four-day workshop on peace building and meditation held in Honiara last week.

The workshop was organized by the Ministry of National Unity, Reconciliation and Peace (MNURP) and supported by the United Nations Peace-building Fund (UNPBF) project, which is jointly implemented by the United Nations Development Programme (UNDP) and UN Women.

One of the primary purpose of the workshop was to help leaders analyze and develop a non-violent approach to conflict and learn mediation skills.

The sessions covered through the workshop comprise peacebuilding, understanding the basics of conflict and how to mitigate escalation to violence to maintain peace in communities. Other sessions included were trauma and healing along with counseling and mediation services available to victims of conflict in the country.

Upon the completion of the workshop, the participants are now qualified to carryout trainings and awareness on peace-building in their respective communities.

Genesis Kofana of MNURP said chiefs and church and community leaders have considerable experience as peacebuilders across the country.

“After the tensions, every institution failed. Only the church and the women and youth groups that stayed in the villages were able to maintain peace and able to re-grow Solomon Islands,” he said.

“They have been playing that role informally, but this workshop has enabled us to bring the leaders together to formally train them to recognize that skill.”

Mr Kofana added that community and traditional leaders remain important resources in maintaining peace at the local level.

According to a 2017 UN peacebuilding survey of 2,500 people from across Solomon Islands, more than 76 percent of all respondents said they knew of a dispute that occurred in their community within the past 12 months.

UNDP Solomon Islands Country Manager Azusa Kubota said seemingly small conflicts have the potential to escalate if those involved lack the skills to manage them.

“When tensions increase to such a level that they begin to restrict economic activity and affect personal security, it stifles business, development and investment,” Ms Kubota said.

She added that if businesses leave and take opportunities with them, it influences cohesion in the community and the country.

“Community leadership plays a very important role in maintaining peace and accelerating prosperity,” Ms. Kubota said.

By participating in the peacebuilding and mediation workshop, leaders are expected to develop skills to address the root causes of conflict in their communities, employing nonviolent resolutions that help them collaborate with governments and NGO partners to ensure sustainable peace and development.

Meanwhile, participants of the workshop comprises of traditional and urban community leaders, including youths and women from Honiara city.

Plans underway to transform tourism

SOLOMON Islands Visitors Bureau (SIVB) has plans to venture into digital transformation to aid the country’s travel and tourism industry move forward.

Part of this move is the official launching of the two new websites for Tourism Solomons by Minister of Culture and Tourism Batholomew Papapolo which was done last week, initiated by SIVB.

Along with the two new websites, Hon Parapolo said they are working on e-based tactics which will provide an easy online shopping for travelers, tagged with an option to choose Solomon Islands as a next destination.

“We are not stopping here with just these new ideas. Very soon to come are more aggressive and strategic rollouts of many other e-based tactics including a mobile app, e-newsletter, social media influencing and online digital advertising,” he said.

“We are small but actually that only makes us stronger because the arrows we shot can be more accurately targeted online to help our clearly defined markets,” he adds.

“We can now compete online with anyone. We are a nation that has always led by our desire to explore and to break new ground,” Minister Parapolo said.

From the initiatives, Minister Parapolo said they intend to become frontrunners at expanding its already positive word of mouth now matched by their enthusiastic, internal efforts of work of mouse.

He said they stake a greater claim to Solomon’s place in cyberspace to let world know about us, desire to experience and help promote Solomon Islands to new heights.

Meanwhile, the website is sought to breakdown into two wholly different and distinct websites.

The first website known as www.visitsolomons.com is the MCA and SIVB’s window to the world.

It has been strategically redesigned and reengineered to specifically blend with all the strengths of its new brand—Solomon Is.

The website is said to be more actively separated its niches.

The MCT and SIVB have more proactively provided access to its creatively attempted can bring out best of the Solomon Is. branding with striking vigor.

The aim is to accomplish through a blended of imagery, words and design that hopefully help visitors experience enough their special offerings to trust and select them as destination for their next adventure.

The second website, www.tourismsolomons.com is brand new.

It is a corporate website that specifically targets tourism industry stakeholders both in country and abroad.

Its aim is to keep all informed about relevant industry news, serve as a resource for tactical strategies, archive library for image and other copyright and branded collateral.

The website also set as training ground for overseas travel agents and sellers and portal that fosters networking and shared promotional experiences.

HIV diagnosis is no longer a death sentence

“A positive HIV diagnosis is not something to be taken lightly, but with modern treatments, the diagnosis is no longer a death sentence.”

This was the statement uttered by Mrs Alice Buku during last Friday’s celebration of the 2018 World Aids Day at the University of the South Pacific Solomon Islands Campus in Honiara.

Mrs Buku said today’s HIV/AIDS positive patients can expect to live a long and happy life.

“HIV is not a death sentence. So today, I would like to encourage each and every one of you, to PLEASE! Do get tested, and know your status,” she voiced.

“I’m living with HIV for 15 years with my 12 year old negative son and a negative husband.

“Currently I’m working, enjoy, healthy, productive, live normal life as any other non-positive people.

“With strict treatment, you will have enjoyable life, if only you know your HIV status”.

In concluding her remarks, she encouraged all who are being diagnosed with HIV to live life positively.

RSIPF calls for respect

THE Royal Solomon Islands Police Force (RSIPF) calls on all people throughout the country to respect the public inquiry process into omissions and objections filed following the registration of voters as it launches a national operation to ensure the process is carried out safely and securely.

The public inquiries will be conducted at venues to be determined by the Solomon Islands Electoral Commission in the 50 National parliamentary constituencies from 4 – 23 December 2018.

“As the lead law enforcement agency for providing a safe and secure environment for a ‘free and fair’ National General Election in Solomon Islands next year, the RSIPF is launching a national operation this week to ensure the public inquiry into omissions and objections to the registration of voters goes smoothly,” said RSIPF Commissioner Mathew Varley.

Commissioner Varley explains: “This operation will involve police in all the provinces and Honiara City conducting high visibility operations and a presence at the selected venues where the public hearings will be conducted. Community policing officers in the provinces will also be conducting awareness meetings in communities during the public appeal period.”

“A national Police Operations Command Centre will be established at the Rove Headquarters in Honiara to monitor and coordinate operations across the country. Specialised units from RSIPF Headquarters in Honiara will also be sent to assist in one or two provinces with reinforcements. In all provinces Provincial Police Commanders will lead local operations while reporting through to the national Police Operations Centre,” Commissioner Varley adds.

He said, “The RSIPF is working together with the Solomon Islands Electoral Commission to ensure this public inquiry phase is carried out safely and that those who have filed their objections and omissions and those whose registration have been objected to will be given a fair hearing.”

“Police will be present at many of the venues for the public hearings and will not tolerate any one who makes any attempt to disturb the process. We urge those who are involved in the process to respect whatever the decision of the inquiries will be. Police will take stern action against anyone who takes the law into their own hands.”

“I appeal to chiefs, church and other community leaders to talk to members of your communities to spread messages of respect, tolerance and patience throughout this period. Please encourage all people to respect the laws of this country. Let us show the world that Solomon Islands is a peaceful democratic country whose citizens respect law and order. There is no place for violence, intimidation or interference in these public hearings,” Commissioner Varley emphasises.

Sentencing and Mitigation submission on Faiga’s case today

THE sentencing and mitigation submission on the case of an accused Dilo Faiga alleged for involving in an armed robbery incident on July 2014 will be heard in court today.

The accused Dilo Faiga from Manakwai village in Malaita province is alleged for involving in an armed robbery incident on July 25 2014 with other co-accused.

Police alleged that Dilo Faiga and other co-accused were involved in the armed robbery incident where they uprooted the ATM machine at the Kwaimani building using crow bars and then lifted it into a waiting car and drove off to Henderson.

The allegation said more than $400,000 was in that machine but they allegedly took only more than $200,000 from the top tray as they can’t open the bottom tray.

According to the police, they said that the men arrived at the building and threatened the security guards by gun pointing them before uprooting the machine.

After successfully uprooting the machine they dragged it onto the waiting car and drove off to Henderson where they allegedly opened and stole the money on the top tray.

Police also alleged that the security guard who followed them on that night also received $30,000 and that money was not yet recovered.

Bradley Dalipanda of the office Director Public Prosecution appears for the state while Lazarus Waroka of the Public Solicitor’s Office represents the accused in court.

Kumar named Indian High Commissioner to Solomon Islands

THE Indian Ministry of External Affairs (MEA) announced on Friday that Vijai Kumar, the current High Commissioner of India to Papua New Guinea, has been concurrently accredited as the next High Commissioner of India to the Solomon Islands.

Kumar will undertake the new assignment shortly, the MEA said in a statement.

“Vijai Kumar, presently High Commissioner of India to the Independent State of Papua New Guinea, has been concurrently accredited as the next High Commissioner of India to Solomon Islands, with residence in Port Moresby,” read the statement.

A career diplomat, Kumar has served in various positions in the Ministry of External Affairs in India and in Indian Missions abroad in the Middle East, Gulf, Europe and the Americas, including the Indian Mission to the United Nations in New York.

Decision on no case to answer submission this Wednesday

THE ruling on the no case to answer submission against a former Constituency Development Officer and his co-accused will be made this Wednesday.

Presiding Magistrate adjourned the ruling from last Friday to this Wednesday to allow her complete her decision on the matter.

This case has gone through a trial in which the prosecution called their witnesses and gave evidence in court and after prosecution closed their case the defence lawyers submitted a no case to answer submission.

The two accused on this case were charged in relation to the allegation that prosecution alleged them for stealing sheet of roofing iron from the Gao-Bugotu Constituency.

Jimmy Dikamana and Lonsdale Tana were charged in relation to incident occurred in 2015.

Prosecution alleged that the two stole roofing irons from the constituency and sold to other people.

The Office of the Director Public Prosecution appears for the crown.

Pacific-China Friendship Association Issues Communique

THE Patron of the Pacific China Friendship Association (PCFA), Her Royal Highness Princess Salote Mafile’o Pilolevu Tuita has suggested establishing a Pearl Maritime Road Initiative to extend China’s Maritime Silk Road Initiative to the Pacific Region.

This was contained in a Communique issued at the end of the Pacific China Friendship Association Annual General Meeting held at Sanya, Hainan Province in southern China last week.

The Communique outlined the outcomes of the one-day meeting attended by Friendship Associations from the Americas and the Oceania (Asia-Pacific) Region.

The meeting, held on 27th November, was the first since the Non-governmental organisation was established at its inaugural meeting in the Kingdom of Tonga in October 2016.

The Communique said:

“The PCFA was inaugurated in October 2016 in the Kingdom of Tonga and its aims principally include promotion of friendship and understanding between Friendship Associations and to participate in projects of mutual interest, including cultural, educational and economic activities.

The meeting commenced with an address by the Patron, Her Royal Highness, Princess Salote Mafile’o Pilolevu Tuita who encouraged the initiation of a Pearl Maritime Road initiative, to extend the Maritime Silk Road to the Pacific Region.

Dr Hiria Ottino, President of PCFA reported on the many achievements of the organization so far, including arranging scholarships with the Shanghai Ocean University, coordinating students to attend an international camp in Shanghai, provision of library books and lap top computers.

An election of five Board Members took place and representatives from the Friendship Associations of Fiji, Solomon Islands, Tonga, Vanuatu and Australia were successful.

Dr Ottino was confirmed as President and Mr Anthony Leong was elected as Secretary General.

The meeting discussed and ratified a new Constitution which will guide and support the Association in its deliberations.

A presentation from Wuxi Suntech Power Company showed how their sustainable technologies can be utilized especially across the Pacific Region to benefit communities.

The Patron and the Chairman and CEO of Suntech signed a Memorandum of Understanding, pledging mutual cooperation and communication.

The meeting concluded with general consensus, willingness and co-operation to partner on future projects to benefit the communities of the Pacific Region.

PRIME Minister Rick Houenipwela has refuted the report made by the Chairman of the Public Accounts Committee Douglas Ete on the 2.7 million dollars for the APEC trip.

PM Hou in his recent media conference said that the statement was erroneous and misleading information given out by the Honourable for East Honiara.

PM Hou said the 2.7 million was misleading, his delegation Madam and himself the trip was funded by the Australian Government and his expenses in Papua New Guinea was met by the PNG government.

The actual cost of the trip was $471,489.50 that is the cost of the trip and that amount is for his delegation members.

He said that he did not know where the PAC chairman got his $2.7 million figures.

Prime Minister Hou said the media should have got clarification from his office before publishing the article.

He said that he will explain and clarify on the floor of parliament of all his trips overseas during his time as Prime Minister.

“I will be producing further statement to the floor of the parliament, this is in regards to all trips that I have undertaken since I became PM in November last year, this is very important for the Parliament so that they know what the PM is doing and what are the benefits that comes out of those trips,” PM Hou said.

He said he attended the APEC summit upon the invitation from the host country, and it’s an opportunity where pacific leaders can meet leaders from the APEC to raise some issues of concern in the Pacific.

PM Hou also explained that his trips oversea are for finding opportunities for the interest of the country and not for personal interest.

However, in a response to the Prime Minister, PAC Chairman, Hon Ete has disproved the clarification on the APEC trip.

He said as Chair of PAC, he knows what he had seen in the paper before him.

He said 2.7 plus million was allocated under the heading of APEC trip.

“It was allocated as APEC trip. How could I miss it”, Ete said.

Ete said he has nothing against the trip and didn’t think anything much of the amount of monies being spent until the media picked the information and dissect it for public consumption.

Ete didn’t expect the media to pick the information and was quite taken aback when questioned about his words in parliament.

The information shared by the media has ruffled the Office of the Prime Minister (OPMC) resulting in a backlash to journalists even though PAC was also broadcasted via SIBC and telecasted via TTV.

Because of OPMC’s lash out at the media, Chairman of the PAC was sought to clarify the amount of money he highlighted on the floor of parliament.

“No. The media was not inaccurate. I said this in parliament and the media picked the information. And I know that my information is not inaccurate” Ete said.

He said he is concerned and will today write a letter to the Prime Minister seeking clarification on the monies being funded by donors and monies being spent by government and what the 2.7 million under the heading of APEC trip was spent on.

Ete said it is concerning when the head of government doesn’t know how much expenses the said trip has raked up.

“I have rechecked the papers and it is more than 2.7 million. If I am wrong, please quote me as wrong too. But I believe the amount is 2.7million plus”, Ete said.

Ete was responding to the media when questioned about the PR that office of the Prime Minister had issued earlier.

In the statement Office of the Prime Minister said, “Reporters owe it to the public to tell the truth. As much as possible reporters must check to verify their stories before reporting. In this case, no one cared to check with OPMC before publishing the inaccurate and misleading story” the statement from OPMC said.

PAC in which Ete heads, has a function to examine accounts prescribed by section 38 of the Public Finance and audit act together with the report of the Auditor General thereon.

Another function of the PAC is to to establish the causes of any excesses over authorised expenditure and to make recommendations to Parliament on any appropriate measures to cater for such excesses of expenditure.

Malaita creates history with Canada

MALAITA province has created history with the Canadian government through the newly introduced CITREC program.

According to Provincial Secretary of Malaita province Mr. Jackson Gege, it is a historical opportunity for youths in Malaita province to study in Canada through the Canadian CITREC program.

He said, this year’s intake from Malaita itself is 44 youths around Malaita Province where they will have opportunities from this program.

These youths are fortunate to have chances of going out for further studies through this CITREC program.

Gege added the names have already sent to Canada for the final confirmation before early next year.

The CITREC program have started with its programs with the Guadalcanal provincial government and Makira where this year Malaita have fortunate to be amongst the two sister provinces for the program.

Those that are selected this year will definitely have their opportunity for this program by next year 2019.

Gege thanked the national government and the Canadian government for creating opportunities for our young people especially to gain more knowledge for their specific fields they are applying for.

We also congratulate these new intakes for Malaita province towards this CITREC program.

Gege revealed that such approach is good and it will improve and provide more opportunities to our youths in our provinces.
