Malaita provincial assembly anticipates last meeting for 2018

MALAITA Provincial Secretary, Mr Jackson Gege said the last sitting for the provincial assembly this year will be made known soon.

An executive meeting is being held today whereby the date and program will be deliberated on.

Gege said they are anticipating the Provincial Assembly meeting to be held next month.

In a separate interview with Island Sun, Clerk to Malaita Provincial Assembly, Mr Matthew Maefai said there should be a meeting soon.

However this will be decided on by the Premier, Provincial Secretary, Speaker and the Clerk.

Maefai said prior to the Provincial Assembly meeting, Heads of Departments need to come up with their budget to be deliberated on in the session.

Mua grants bail variation to travel for medical check overseas

THE court has granted variation on the bail condition for Member of Parliament for Savo Russells Dickson Mua to allow him to travel overseas for medical check.

All documents requested by the Prosecution has been provided and so court granted the application to vary the MP’s bail condition yesterday.

The case is then adjourned to December 05 for mention.

Mua was arrested and charged by police recently, in relation to the offence of alleged conversion.

The incident was said to occur in 2013. It was alleged that he (Mua) converted $3m shipping grants for his constituency for other purposes.

The allegation relates to an application that was submitted by Mua to the Ministry of Infrastructure Development. It was alleged that the MP was seeking $3m from the Solomon Islands Government through the National Transport Fund in 2013 to purchase a ship for Savo Russells Constituency.

The proposal was processed and approved by MID and the funds were paid on December 30 2013.

It was alleged that on second January 2014, the Constituency Development Officer of Savo/Russells collected the cheque from the Ministry of Finance and deposited the monies to the Savo Russell constituency bank account.

Police further alleged that the MP started to make series of withdrawals from the account when the money was deposited until that money was completely withdrawn in February 2014.

Investigation revealed that instead of using the $3m to purchase the ship as its intended purpose, the MP allegedly paid $2.8m to a local company for the purpose of items such as OBMs and other equipment for distribution to his supporters in Savo Russell constituency.

It also further alleged that $200,000 of the money was withdrawn as cash and use for other expenses not related to the purposes of the shipping grant.

Price hike in West frustrates rural dwellers

PRICES in shops in the Western Province continues to change every week. A prominent man from Kolombangara in the Western Province, Douglas Saru raised this concern over the way prices of goods in the shops has changed within short periods of time.

“I am a regular customer and I noticed this change of goods price nearly every week.”

“We travel by boat to Gizo weekly and the current pace of inflation is becoming annoying,” he added.

“The increase of price is not in cents but in dollars and this cannot be happening overnight. This is robbery”, Saru said.

Saru is calling on the authorities who are mandated to carry out price control to do something about this matter.

He said this issue cannot be ignored. He said the price and control unit needs to do an urgent assessment. He said people in the rural areas have been neglected and struggle to make ends meet daily.

Residents from TC area also shared the same sentiments. They say responsible authorities from the provincial government must also inspect shops to check for business licenses.

They alleged that a majority of the shops currently operating within Gizo have no business licenses.

They say the price control team must seriously address these issues before it is too late for them to comply with simple rules under business ordinances of the Western Provincial government.

$2million reduction in budget for Provincial elections will upset program activities

IT has been revealed that a total of $10.9 million allocation was approved for the Provincial Elections set to be held for seven provinces next year.

This comes as part of the major projects and programs of the Ministry for Provincial Government and Institutional Strengthening (MPGIS). This makes up part of the recurrent budget allocation for 2019.

Explaining this before the Public Accounts Committee (PAC), Permanent Secretary, Stanley Pirione said they have originally submitted a total of $13million, but stressfully shared that it was unfortunately reduced, with a cut of $2.1million.

The approved figure is however said to be insufficient for the Ministry to fully execute its election programs for the provinces whose terms lapse next year plus other election related activities.

Pirione said the reductions will likely affect some of the Ministry’s preparation programs for the Provincial Elections.

“Provincial elections will be held next year but this excludes Western and Choiseul Provinces, which have already held their election in the middle of this year. We hope that the list in which the SI Electoral Commission is working on, if finalised, should give us time to carry out elections for our provinces except for Western and Choiseul”, Pirione said.

When questioned on the expected timeframe for elections to take place, Pirione explained that discussions are currently underway between the Ministry and the Office of the Solomon Islands Electoral Commission.

He noted that the Ministry has considered options to allow for the national elections to go ahead first and the formation of a government before the provincial elections are carried out.

“And because of this intention, the Ministry is looking at June of 2019 to hold provincial elections. Except for the Western and Choiseul Provinces, as they have already held their elections in the middle of this year,” Pirione adds.

Not all seven provinces are expected to hold their elections within the same period. Makira Ulawa Province, has a late dissolution to its Assembly around September and October of 2019.

Meanwhile, the Ministry is seeking legal advice on the possibility for them to do carry out the provincial elections around the same time towards the end of the year.

RSIPF arrest and charge 16-year-old male person on allegation of rape in West Guadalcanal

OFFICERS of the Royal Solomon Islands Police Force (RSIPF) Sexual Assault Team have arrested and charged a 16-year-old male for rape following an incident which happened at Komabulu Village on West Guadalcanal in November 2017.

Officer-Incharge of the Sexual Assault Team at the Rove Police Headquarters in Honiara Sergeant Rose Nala explains: “It is alleged that on a date in November 2017, a 13-year-old girl went home after school. At home, she was advised by her father to go after her mother who had gone fishing at the sea side of Komabulu village, West Guadalcanal.

Along the way, the victim met up with the suspect who grabbed her to a nearby bush and allegedly raped her

“The case was only reported to the Sexual Assault Team in June 2018 after the victim’s mother discovered her 13-year-old girl was pregnant. Our team then started the Investigation into the matter until yesterday (20 November 2018) when the suspect was arrested in the Kohimarama area on West Guadalcanal. The suspect has been charged for one count of rape,” says Sergeant Nala.

A remand application is being prepared for the suspect to be remanded while investigations into the matter continue.

“I wish to thank members of the public and members of my team for their cooperation and assistance leading to the successful arrest of the suspect,” says Sergeant Nala.

Assistant Commissioner of Police, National Operation, Mostyn Mangau says, “Sexual offences in the country are unfortunately increasing. I want to urge all community leaders, chiefs, women and church leaders, and parents to make sure our women and girls are protected at all times. We must work together to make sure that our country is safe so our women and girls can move freely without being harassed.”

PS Pirione assures PAC of revenue sharing scheme

PERMANENT Secretary in the Ministry of Provincial Government and Institutional Strengthening (MPGIS), Stanley Pirione said a Commission will look after the functions of the revenue sharing scheme between the National Government and Provincial Government.

Before the Public Accounts Committee (PAC) yesterday, PS Pirione said the Commission will look after the functions of the scheme.

He said under the Commission, there will be Committees set up to carry out the important programs to determine and understand the criteria, which will then be used to pay out grants.

Pirione said the said approach will not change the current structure to look after packages of those working in essential government service delivery program. Those working in the essential service includes nurses, teachers and doctors.

He said their welfare and packages will remain under the Central Government and added that the approach will not take away funds from any other parts of the budget, but just a matter of rearranging, so more focus goes down to the provinces.

He also pointed out that there is an advantage to introduce the legal framework of the sharing scheme arrangement. He said findings have shown that they will not need to go through an overhaul on any shadow legislations. He said this is because provisions are already catered for under the Public Financial Management Act, especially on the establishment of special funds.

“All that would have to be done is to put in a small bill, which is expected to give mandate to the commission and with the taskforce to do changes, depending on studies that they will be carried out.

“Sometimes we might disagree with some of the criteria due to performances or populations, or even the percentages that are pinned to them, they are subjected to change, and coming back to the steps in which the Ministry is taking now, we will always go back and carry out consultations.

“In fact, this one is a dream of all the provinces, which they have already endorsed, and the cabinet has also endorsed it, but nothing stops us from going back to hold wider consultations, the PS added.

He further added that Provinces that have small revenues will not be affected as it is something that is taken from the government consolidated funds to be shared amongst them.

He said therefore some of the provinces, which might not have resources to put on board, can still have shares in this revenue arrangement.

“We thought it will address all the issues that the draft federal constitution is trying to address, with issues in terms of capacity, level of governance, how resources can be shared, and how we can decentralise some of the functions, channelling them right down to the provinces.

This approach is highly welcomed by Members of the Committee. They say this is an important initiative. They have also agreed that it is an answer to the ever growing pressure on the sharing of resources to the provinces.

ORGANISERS for the Renbel Solomon Games have confirmed that the national government has finally approved the much awaited operational budget for the games.

Renbel SG Chief Executive Officer Mr Golden Kiloko confirmed the government’s approval of the budget earlier this week adding the move has also confirmed the kick off date for the 7th Solomon Games.

“This is to inform and as well confirmed that the National Government in its cabinet meeting last week had endorsed and approved the much awaited operational budget of Solomon Game to be host in Renbel, this means that the game is confirmed and set to go ahead on 13th to 25th January, 2019,” the CEO said.

“The game had been postponed to second and third week of Jan 19 because of delay of funds from SIG as major funder of the game in time for initial dates 26th Nov to 7th Dec 2018.

“As you know that dates of sports program are always fixed, so any delayed of such especially funds will either cancel or postponed.

“From inside source from cabinet during their meeting last week, they had endorsed n approved the operational budget of game which was submitted by the minister of MHA, but at this at this stage, I’m not too sure wat now next step.

“I’ve have already informed all PSA n NFs of the progress and advise them to continue with their preparation,” he said.

Kiloko stressed that it will be a challenge implementing the funds once handed over but reassured the funds will be used for its intended purposes only.

“Initial budget submitted was $12M n break down – TF $5m for completion of some of sports facilities n LOC $7m for operation of the game, and from Infor received today (Tuesday) was they approved the budget, but not sure whether the whole budget or one of the two separated budget or half of the total budget? Will confirm and advise later.

“It will be a challenge no one deny that especially in the implementation part of the budget. It will be a challenge but our LOC will make sure we respect it and we will be very transparent on its implementation as according to its intended purposes,” he adds.

The CEO meanwhile thanked the national government for their trust and confidence saying Rennell and Bellona Province is ready to host the games.

“On behalf of the Task Force, local organizing committee and the entire Renbel community, I would like to sincerely thank the National Government for the trust, confidence and support to continue host this prestigious national sporting events in Renbel Province despite of the many challenges.

Gov’t focuses on decentralisation

THE National Government believes that decentralisation is the answer to a balanced facilitation of services to the provinces.

Permanent Secretary of the Ministry of Provincial Government and Institutional Strengthening (MPGIS), Stanley Pirione revealed this when presenting his Ministry’s case before the Public Accounts Committee (PAC) yesterday.

The Ministry of Provincial Government and Institutional Strengthening (MPGIS) is currently finalising a new approach in the sharing of revenue benefits.

Pirione explained that the revenue sharing scheme arrangement is also a part of the government’s policy intent.

He said the Ministry has completed its initial scoping and compilation.

“This was already submitted to cabinet, thanks to the help of a few contracted consultants”, Pirione said.

Pirione told PAC that his Ministry is now preparing drafting instructions to be given to the Attorney Generals Chamber.

He said it is the government’s intention to see the scheme presented in the form of a Bill.

This comes as the country also undergoes a review in its Provincial Government Act.

“Provinces thought that a review of the Provincial Government Act without the involvement of the revenue sharing scheme is like you are not giving a soul to the Provincial Government system. And so we thought that the whole issues of giving capacity for Provincial Governments, revenue sharing scheme arrangement will be able to help facilitate services to the provinces. This has always been a policy of the government, and is also a key part in the Federal Constitution,” Pirione said.

According to Pirione, the proposal is to see an increase of percentage shares for provinces.

“Between 10 to 15 percent of revenue”, he said.

Currently, provinces only get two to three percent of the domestic revenue from the national government.

He further explained that the Revenue Sharing Scheme Arrangement will also be established with key criteria as measures for the new approach.

This includes the population stats of provinces, provincial geography, and their cost indexes.

He adds other criteria are based on respective provincial poverty line.

“Most importantly, for the responsible body to determine ones’ revenue shares”.

He said performances of provinces are crucial. He said if provinces do not perform, their chances of getting shares from the scheme arrangement will be in doubt.

HONIARA Amateur Boxing Association (HABA) has congratulated its three boxers that recently took part at the the Fiji Boxing Revival Tournament held in Suva over the weekend.

The three boxers are Henry Kia, Joshua O’oku and Lemuel Silisia.

Kia and O’oku represent Covenant Boxing Club while Silisia represented Hatanga.

The trio were selected to represent HABA in the Fiji tournament based on their top performing results in a series of competitions organised in Honiara over the past months.

A statement from HABA this week reads: “ HABA would like to congratulate Henry Kia and Joshua O’oku of Covenant BC and Lemmuel Silisia of Hatanga BC on their impressive performances at the Fiji Boxing Revival Tournament held in Suva over the weekend.

“Kia won a hard-fought bout by unanimous decision, while O’oku and Silisia both won their bouts by first round TKO! It doesn’t get much better than that.

“Kia, O’oku, and Silisia are the first Solomon boxers to participate in a new Fiji-Solomon exchange program developed by Interim HABA Vice President and Covenant BC founder Mr Calvin Ziru.

“This wonderful program, and the great victories of our three boxers, is yet another demonstration of the real improvements being made to the sport of amateur boxing in Honiara under the Interim Executive Committee’s reform agenda.”

Four clubs register so far for HFA pre-season

THE Honiara Football Association (HFA) gives a few days grace period until the end of this week for teams who are yet to submit their expression of interest for the pre-season qualifying competition for next year’s season.

HFA Administrator George Keso told SunSPORTS yesterday that only four clubs have come forward since the call made in October.

The clubs are Saints FC, Lauru United FC, Fiba FC and Wago FC.

“All four teams have already paid in their registration fees.

“We need atleast two more teams to come in before we can kick off with the pre-season qualifiers,” Keso stated.

The pre-season competition is the qualification pathway into the first division for next season.

HFA currently has 36 competing teams – 18 teams each for Premier and Division One, respectively.

Next season the Honiara governing football body plans to increase the number of teams to 40 for the 2019 League Season, maintaining 20 teams in Premier Division and the other 20 teams in Division One.

The two top teams in Division One this season will be promoted to Premier Division in 2019 to make it 20 teams.

Therefore, 4 top teams from the pre-season league will join HFA Division One in 2019 to maintain the total number of 20 teams.

“If no clubs come in by the end of this week, then no competition will be held and all four clubs will automatically join Division one for next season.

“We really don’t want this to happen. We want teams competing in the HFA league to go through the formal qualifying process before they can join Division One.

But in the event that only four teams have showed up, this is the next step that we will take and that is to give them ‘free ride’ into Division One for next season,” Keso explains.

Meanwhile, the 2018 HFA season was completed last month. Mars United was crowned the winner of the Premier Division while Division One was won by FC Islanders.
