HCC terminates controversial Clerk’s contract

BY ALFRED PAGEPITU

THE Honiara City Council (HCC) Executive Committee has terminated the contract of Rence Sore as City Clerk.

Deputy Mayor Francis Idu told Island Sun yesterday the decision was reached on Tuesday, with Mr Sore receiving the termination letter yesterday.

Sore is being investigated over allegations of corruption. However, Idu said HCC executive were in one-mind to get rid of him.

Sore did not return phone calls made to him last night for comment.

Deputy Mayor Idu said the executive is doing what former Mayor, Wilson Mamae hesitated to do.

“Seven Councillors have decided to terminated Sore after the Councillors Committee members meeting on Tuesday 6th April 2021 held at the HCC Chamber decide to terminate Sore’s contract as the Clerk.”

Idu said the decision is based on the grounds that there is sufficient evidence to terminate the City Clerk; one of the main reasons is illegal sale of Council land PN. 192010-33.

“HCC Legal team stressed that any decision to terminate the City Clerk must come with good grounds to avoid any repercussion.”

Idu said despite this the executive committee favoured terminating the City Clerk with immediate effect.

“There were two options that were considered, and that is either to suspend the City Clerk and allow for investigations to be carried out or to immediately terminate the Clerk.

“We the executive committee’s decision now is to terminate the appointment of the City Clerk immediately.

“During the discussion on the motion put forward to terminate the Clerk, Cr Eddie Siapu stated that it would be in the best interest of the Council and the public to terminate the City Clerk.

“Most of the councillors who joined the meeting shared the same sentiment that termination of the City Clerk needs to be done immediately to clear way forward for the council.

“The executive committee resolves to terminate the appointment of the City Clerk with the immediate effect based on reasons stated on April 6, 2021 meeting.”

Idu said the executive committee resolved to revoke and remove the City Clerk’s signature from the Council’s Bank Account, and resolution was passed by majority.

Meanwhile, Idu said they have appointed the current Deputy City Clerk to be the acting City Clerk until such time a new Clerk is appointed by the full Council.

Present at the meeting were Councillors Francis Idu, Dorah Huapii, Robert Oge, Mostyn Saferio, Clement Terewauri, Luciano Sade and Eddie Siapu.

Ex-officio present were Paul Inifiri, William Floyd and Vincent Kohata.

Malaita PS challenges Public Service over ‘unlawful’ suspension

By EDDIE OSIFELO

MALAITA Provincial Secretary Fredrick Fa’abasua is challenging his suspension.

The province said Fa’asubua will initiate legal proceeding unless the Permanent Secretary for Ministry of Public Service, Nego Sisiolo “withdraws the unlawful suspension on him”.

Premier Daniel Suidani confirmed this in a statement yesterday after PS Sisiolo issued the suspension letter to Fa’abasua last Friday.

Suidani said Sisiolo accused Fa’abasua of financial allegations that were “untrue, and in the same letter, he ordered the suspension of our PS, effective immediately”.

“Unfortunately, in doing so, Sisiolo did not follow the process set out in the Public Service Act and its Regulations,” Suidani said.

“The Public Service Act and its regulations have a specific legal process set out, by which such accusations can be taken up and acted upon,” he added.

Suidani said this legal process provides the opportunity for natural justice, and this process was not, repeat was not, followed by Sisiolo.

He said the Public Service Act sets out a process by which any officer alleging misconduct and having supervisory responsibility over the PS must have a report about this accusation filed to the PS of Public Service.

The PS of Public Service in turn must give a minimum period of seven days to the officer to respond.

“None of these steps have happened or if it had happened the PS has not been aware of it, and therefore our PS has decided to put these issues before the Permanent Secretary of Public Service for him to do the right thing by following the clear process that is set down.

“Soon these matters will be at court but for now I will say the following:

  1. PS Fa’abasua has been an exemplary public officer and a real servant to Malaita people.
  2. His hard work and integrity has led to the repayment of millions of dollars of outstanding debt left by previous provincial executives.
  3. His dedication and faithfulness have seen the charging of fair business licenses on the logging companies ripping our people’s land.
  4. His careful diligence has given pride and hope to the people of Malaita Province.”

Suidani said it is sad after all this work, two different ministries have tried to remove PS Fa’abasua from serving the people of Malaita Province.

Last year in December the Ministry of Provincial Government demanded the removal of PS Fa’abasua back to Honiara.

Suidani said no reason was given in this demand and the PS kept serving the people of Malaita.

He alleged this current action by Sisiolo from Ministry of Public Service is similarly motivated.

“He (Sisiolo) is trying to remove PS from Malaita Province, this time by trying to suspend him without any proper evidence put against the PS and without even complying with his own regulations.

“I am not sure of the real reason for these constant attacks on PS Fa’abasua, but the timing of this action by Sisiolo will have some severe effects on the people and province of Malaita,” he said.

Suidani said his Executive is scheduled to meet today Tuesday, March 16, to pass the budget for Malaita Province.

“If Sisiolo’s action succeeds, then our PS will be suspended when he should be helping the Executive pass this budget. Malaita Province will then have no budget to spend this year and this will have serious impact on the people of Malaita.

“In light of this seriousness, I appeal to Sisiolo for the withdrawal of the order to immediately suspend PS Fa’abasua. If he has genuine concerns for upholding the rule of law, I invite him to proceed as set out in the Public Service Act,” he said.

Suidani said the PS of Public Service without any good reason is attempting to discipline the PS of Malaita Province, yet he is allowing a person who has been found to be a foreigner by the High Court of Solomon Islands to continue holding senior sensitive political jobs in the Prime Minister’s Office.

“That person too has contravened the Electoral Acts of this country yet the leaders of this country including the PS of Public Service are turning a blind eye on that situation.

“The PS of Public Service needs to explain that to the people of Malaita.  Why is he tolerating wilful and reckless behaviour by a foreigner and harassing a national without due process?” he asked.

However, PS Sisiolo said the suspension decision is due to serious allegations around unaccountable sum of government revenue in which the PS is alleged to have directly involved in.

“As part of protecting the credibility of the service and upholding better governance, my office deemed it is prudent to suspend the officer from duty to allow investigation into the allegations.

“As usual, the PS will be accorded natural justice process as we pursue the disciplinary process,” he said.

PS Sisiolo said the incumbent of the office of the provincial secretary is an extremely important public office because it administers service delivery that affects the affairs of the rural people.

“Therefore any decision that will affect the said office expected HR capacity is accorded thorough thinking,” he said.

A statement from the Ministry of Provincial Government and Institutional Strengthening (MPGIS) yesterday stated that the Provincial Secretary for Malaita Province is suspended based on allegations raised by former disgruntled Malaita workers.

“Based on documents submitted, the Ministry of Public Service (MPS) perused those matters reported by former employees. Based on the allegations, the MPS carried out a preliminary investigation and decided to suspend the Public Officer to give way for a full investigation.

“These cases were brought forward by concerned and aggrieved citizens and not in any way reflect any attempts by the MPGIS or the Solomon Islands Government to tarnish either the PS or the Malaita Provincial Government,” the statement said.

Gizo

GIZO came alive yesterday as teams from across Western Province gathered in the provincial capital for the opening of the Western Province Netball Championship.

The championship has attracted teams from Kolombangara, Vella, New Georgia and Gizo, bringing together some of the province’s best netball talent in a tournament that is expected to showcase skill, sportsmanship and community spirit.

Dressed in colourful uniforms, participating teams marched in a parade from the Gizo Police Station to the Gizo Netball Court, where the official opening ceremony was held.

Speaking during the opening ceremony, Chairlady of the Local Organising Committee, Salome Topo, acknowledged the commitment shown by participating teams, many of whom travelled through challenging weather conditions to reach Gizo.

She said the championship is an important event for the province as it provides an opportunity for selectors to identify talented players ahead of the upcoming Solomon Games.

“This tournament will help identify players that will form part of Team Western Province Netball squad for the Solomon Games.

“We are pleased that you have committed to come and join this tournament,” Topo said.

She said the organising committee is looking forward to seeing competitive yet fair contests throughout the championship.

Topo also acknowledged the support of the Western Province Sports Division and the Western Provincial Government for assisting the committee in hosting the event.

Guest of honour, Freedom Tozaka, highlighted the important role sports play in both social and economic development.

He said the Western Provincial Government remains committed to supporting sporting activities throughout the province.

“Sports promote peace, unity and harmony, and also create a spirit of community, so it is equally important to encourage sporting events,” Tozaka said.

He added that the championship provides a valuable platform for players from different parts of the province to learn from one another while embracing the true spirit of sportsmanship.

Tozaka wished all participating teams’ success throughout the tournament.

“May the best team win,” he said.

The championship is expected to continue over the coming days, with teams competing for provincial honours and the opportunity to earn selection into the Western Province squad for the Solomon Games.

BY RICHRAD MENANOPO

The Solomon Islands Under-23 3×3 basketball teams have departed for New Caledonia to compete in the Oceania Nations League Cup from June 11 to 17.

The tournament will bring together four Pacific nations — hosts New Caledonia, Fiji, Tonga, and Solomon Islands — with the overall winner securing qualification to the U23 World Cup.

According to the Solomon Islands Basketball Federation (SIBF), the national squad left the country this week carrying the hopes of the nation as they prepare to compete against some of the region’s top young basketball talents.

SIBF acknowledged the support received from the National Olympic Committee of Solomon Islands (NOCSI) through Olympic Solidarity assistance, saying the support continues to create pathways and opportunities for young Solomon Islands athletes to represent the country internationally.

The federation also acknowledged long-time basketball supporters for sponsoring the national jerseys for the U23 squad, while Adkonect provided printing services for the team uniforms.

SIBF Board Member Debbie Sade was also acknowledged for providing team T-shirts for the travelling delegation.

“These types of support come in many forms, and together have made an impact and ensured our young team travels,” SIBF stated.

The women’s squad includes Chelsea Misiga, Dorothy Kio, Gremah Tingiia, and Roschell Maineia Tahea.

The men’s squad consists of Elijah Otasui, Jerrick Noda, Kalita Maelasi, and Kirby Basia.

The team will be led by Coach Alex Masaea with support from Coach Augustine Basia during the tournament.

SIBF calls on Solomon Islanders both at home and abroad to rally behind the teams as they represent the country with pride, passion, and determination.

The Oceania Nations League Cup forms part of the international 3×3 basketball pathway and provides valuable exposure for emerging young athletes in the Pacific region.

Participation in the tournament also reflects the continued growth of 3×3 basketball in Solomon Islands, with the sport steadily developing through local competitions and regional exposure opportunities over recent years.

Solomon Islands weightlifting champ Wini begins intensive Australia camp for Glasgow showdown

BY RICHARD MENANOPO

Solomon Islands weightlifting champion Jenly Wini has brushed aside concerns over age as she begins an intensive training camp in Australia ahead of her fifth Commonwealth Games appearance.

The veteran lifter departed Honiara this week for a four-week preparation camp in Melbourne, Australia, where she will train under longtime coach Paul Coffa in the lead-up to the 2026 Commonwealth Games in Glasgow, Scotland.

Wini, widely regarded as one of Solomon Islands’ most successful female athletes, recently secured qualification for the Games after finishing among the top eight athletes in the women’s 53kg category following her championship performance in Canada.

At almost 43 years old, the experienced weightlifter says age will not stand in the way of her ambitions to compete at the highest level.

“I will be turning 43 in two days, but I do not believe age has anything to do with my training.

“I still have the strength, and my results have shown that I can compete at this level. It has not been an easy journey, but I always put the negative things behind me and continue to believe in hard work and perseverance,” Wini said.

The training camp in Dromana, Melbourne, marks another important chapter in Wini’s long-standing partnership with renowned coach Paul Coffa, who has guided her career for more than a decade.

“I am now travelling to Melbourne to train under Paul Coffa, whom I trust and believe in as my coach.

“Paul has coached me for the past 11 years and has played a major role in my development as an athlete. His experience and guidance will be invaluable as I prepare for this championship,” she said.

Solomon Islands Weightlifting Federation Secretary General Apollos Saeg confirmed that Wini is the only local weightlifter to secure qualification for the Commonwealth Games competition.

“The Oceania Weightlifting Federation has officially allocated a Commonwealth Games qualification place by name to Jenly Wini,” Saeg said.

He said Wini’s name has already been submitted to the National Olympic Committee of Solomon Islands for final selection consideration.

Saeg also acknowledged the support provided towards the athlete’s preparations.

“I would like to acknowledge the National Sports Council for their support in making every arrangement for Jenly’s travel to Melbourne for her training camp with Paul.

“I also appreciate the SIWF executives for working together with NSC to make the trip successful,” he said.

Wini also thanked the National Sports Council and her family for their continued support throughout her sporting career.

“Their assistance has helped me continue pursuing my goals and representing Solomon Islands on the international stage,” she said.

The Commonwealth Games will be held in Glasgow, Scotland, from July 23 to August 2, with Wini expected to carry Solomon Islands’ hopes in weightlifting once again.

Solomon Islands footballers John Orobulu and David Supa have officially joined Fiji football giants Ba Football Association during the mid-season transfer window.

Ba FC confirmed the signings through announcements on its official social media platforms this week.

Powerhouse striker Orobulu has been handed the club’s iconic number 10 jersey and is expected to strengthen Ba’s attacking lineup.

In their announcement, the club described Orobulu as “a lethal Solomon Islands international” with “an incredible scoring record on the big stage.”

Ba FC also highlighted the striker’s proven goal-scoring abilities and experience, including his recent stint with Papua New Guinea club Hekari United FC during the inaugural OFC Professional League 2026 competition earlier this year.

“John is ready to fight for the badge and help us chase down more silverware,” the club stated.

Meanwhile, Solomon Islands defender and defensive midfielder David Supa has also joined the Fijian outfit.

BY BEN BILUA
Gizo

PROVINCIAL Member for Ward 10, Freedom Tozaka, challenges netball players aspiring to represent Western Province at the upcoming Solomon Games to uphold the province’s proud sporting tradition and bring home outstanding results.

Speaking during the official opening of the Western Province Netball Championship in Gizo yesterday, Tozaka encouraged players to give their best performances throughout the tournament and seize the opportunity to earn selection into the provincial team.

He said Western Province has a strong history of success in national sporting competitions and has produced athletes who have gone on to represent Solomon Islands at both national and international events.

“Today is your time to shine at the Solomon Games. Play hard and display your talents so that you can be selected to represent our province.

“As you might know, some of our women have been bringing back good results and I challenge you to go a step further,” Tozaka said.

He said the championship serves as an important platform to identify talented players who can continue the province’s legacy of sporting excellence.

Tozaka also stressed the importance of introducing and strengthening sports programmes in schools, saying that talent development should begin at an early age.

“We need to improve sports activities in schools. We must develop our sports men and women at an early stage so that we can have competitive players,” he said.

Tozaka noted that investing in grassroots sports development will help build a stronger pool of athletes capable of competing at provincial, national and international levels.

The Western Province Netball Championship, currently underway in Gizo, has brought together teams from across the province and is expected to play a key role in selecting players for the provincial squad that will compete at the Solomon Games.

WWF holds quarterly meeting for community facilitators

BY BEN BILUA
Gizo

THE World Wildlife Fund (WWF) Solomon Islands has convened its quarterly meeting for Community Facilitators (CFs), bringing together representatives from various seascape regions to review progress, discuss challenges and plan future activities.

The meeting gathered community facilitators from the Western Seascape as well as the Central Solomons Seascape, which includes the Russell Islands and Guadalcanal.

WWF Western Seascape Programme Manager Salome Topo said the quarterly gathering serves as an important platform for facilitators to report on their achievements, identify challenges faced in their communities and share plans for the months ahead.

She said the meeting allows WWF to better understand what is happening on the ground and helps strengthen communication between community facilitators and the organisation.

Ms Topo said the Community Facilitators’ meeting is important because it helps WWF understand what is happening in the communities and enables us to support them more effectively.

She said the programme featured group discussions where participants exchanged experiences and lessons learned from their respective areas.

Topo said each group later presented its findings, highlighting successful activities, ongoing challenges and future priorities.

She said the meeting was particularly beneficial for participants from the Central Solomons Seascape, who had the opportunity to learn from the experiences and achievements of facilitators working in the Western Seascape.

Topo said sharing knowledge and best practices among facilitators is essential to improve conservation efforts and community engagement across the country.

The quarterly meeting forms part of WWF’s ongoing commitment to support community-based conservation initiatives and strengthen environmental management throughout Solomon Islands.

Relocation of SOE utilities progressing in Auki

BY RODRICK DESURI

Auki

The relocation of the utilities of the three State-Owned Enterprises (SOE) operating in Auki, Malaita Province, is progressing with full work to help speed up the China Aid Auki Road Rehabilitation project.

The progress of the utility relocation exercise was made possible after the three SOEs agreed and signed the Memorandum of Agreement (MOA) with the national government in April this year.

The agreement involves a clear implementation framework after delays caused by the slow relocation of poles, pipes, and cables along the road corridor.

A statement from the Ministry of Infrastructure Development (MID) said that the utilities relocation work has been actively undertaken by the SOEs in the 9 km project, which spans from Kilu’ufi Hospital to Kwaibala Bridge and feeder roads.

“Following the signing of a landmark MOA between the National Government and three key State-Owned Enterprises (SOEs), utility relocation exercises are now fully underway in Auki, Malaita Province,” the statement said.

MID said that the works include the relocation of power poles, water pipes, and Telekom underground cables.

Meanwhile, the China Aid Auki Road Rehabilitation project has also been progressing well, as construction has focused on asphalt surfacing and remaining drainage.

The project is a part of the national transport infrastructure plan and aims to strengthen road networks in Malaita.

BY LORETTA B MANELE

Honiara-based Kaloka Youth Association from Gao Bugotu constituency in Isabel province, also a YECSI (Young Entrepreneurship Council Solomon Islands) member formally received a vehicle through the Ministry of Culture and Tourism (MCT) and YECSI grant partnership yesterday.

Speaking to Island Sun after the handover at the Museum Auditorium, Gregory Auta’a, Director for MCT’s Tourism Division said this initiative comes through their partnership with YECSI since last year under the ministry’s budget of 3 million to support young entrepreneurs.

“Given the high population of youths in our country and through YECSI the ministry sees that the way forward in terms of engaging and encouraging our youths is in participation of tourism related businesses.

“Hence, the ministry has put in support of 3 million dollars to support the work of youths in tourism related activities,” he said.

Auta’a mentioned that apart from that money, they also have additional support for youths but it depends on the reports they receive from YECSI.

He said they are working closely with YECSI, highlighting that one other initiative last year was their support for four final year students studying Tourism and Hospitality at SINU.

“We also supported final year students who did their Tourism and Hospitality studies at SINU last year,” he said.

Vincent Clay Hiro, Chairman of Kaloka Youth Association spoke highly of the ministry’s support through YECSI.

He told the paper that this initiative is a significant step that MCT provided for them through YECSI.

Hiro said they plan to use the vehicle which is worth $50,000 grant to provide transport for incoming tourists, for hiring and as a taxi to help them generate income to support the activities they have implemented and activities they plan to implement in the future.

He expressed that this initiative is a pride for their young people as it will give them a sense of ownership.

To top that off, Hiro said this is also empowerment that is often spoken about, highlighting that young people have potential to make change and that potential only needs to be unleashed and unpacked through such support.

He also acknowledged the ministry and YECSI for making this support a reality for their association.

“The association really appreciates it and thanks MCT and YECSI for coordinating this,” Hiro said.

Jason Gagame, YECSI board member was also there to witness the handover.

He said the handover is part of an ongoing initiative of a grant partnership between the Ministry of Culture and YECSI to support young entrepreneurs with their business and in terms of revenue generation.

Gagame said the handover is very important given it is a big opportunity for the recipient association and it also highlights the ongoing partnership between MCT and YECSI of which the goal is to support YECSI members in the tourism business space.

YECSI Coordinator, Moses Jnr Aunama also spoke on behalf of YECSI.

He said the Kaloka Association is a youth association from Isabel province that looks after its young people and continues to uphold their culture values through dancing.

Aunama added that the association is also very much actively engaged in a lot of festivals and events in Honiara.

“So, their application was to support them in terms of logistics to enable them to attend such festivals and events and from them being active through MCT screening committee, they were successful to have this support,” he said.

Aunama said YECSI wishes them the best in what they are doing and said that he’s heard that they are also talking about having a festival either here in the capital or in Isabel.

He said YECSI looks forward to its continued partnership with the Ministry of Culture.

Aunama noted that they are getting great support from the ministry, and pointed out that their membership has grown from 31 in 2024 to 180 now with members from all provinces in the country.

The YECSI coordinator also thanked the outgoing government and the new government.

“Also want to thank the outgoing government and the new one,” he said.

US consultant in Malaita on TrigaCash consultation

0

BY RODRICK DESURI

Auki

A US consultant, Michael Szporluk, was in Auki, Malaita Province, for a TrigaCash consultation on how the initiative reached the people of Malaita Province.

The one-day consultation took place yesterday at the Council of Women Centre and Kilu’ufi Hospital, where he consulted with different people from various offices in Malaita Province.

In an exclusive interview with this paper yesterday, Szporluk said the consultation was based on feedback from the TrigaCash initiative phase one, how information was disseminated to reach targeted people and recommendations.

He said that from the consultations and feedback, they will improve where needed to ensure that the initiative reach the targeted people.

Szporluk said the second phase of the TrigaCash initiative will come after feedback is collected from the people and that the second phase will cover all areas that need improvement from the first phase.

“So, this consultation is just to get feedback from people on how they know about TrigaCash.

“It also focuses on where and who this initiative needs to reach, how people got to know about TrigaCash, and what areas need improvement.

“After that, we will improve all the areas that have gaps and need enhancement before the second phase of this initiative,” he said.

He added that, based on their collected data, the number of registered people who have joined the initiative was poor compared to their expectations.

TrigaCash is the Solomon Islands’ first parametric micro-insurance product, designed to protect small business owners, farmers, fishers, and informal workers against climate shocks like heavy rainfall, drought, and cyclones.

It provides automatic, rapid payouts based on verified weather data rather than traditional loss assessments.

Szporluk has over 20 years of experience in international development and humanitarian action.

He has supported a wide range of international and domestic clients on issues as diverse as housing, land use, employment, procurement, strategic planning, assessments of relief programs, capacity building for organisations of persons with disabilities, and legislative and policy research.

He has provided technical support to multiple UN country teams in Africa, Asia, and the Pacific.

BY RODRICK DESURI

Auki

Construction of a piggery breeding farm in Ward 28, West Kwaio, Malaita Province will soon start.

The essential plan for the piggery breeding farm has been finalised and is waiting to be tendered out soon.

This project will not be new to the people in Ward 28, who have knowledge and skills in raising the local breed.

According to the Malaita Provincial Assembly member for Ward 28, John Tafiiru Daubo, the required materials for the project have been prepared for the establishment of the slabs.

He said the engineer has designed the piggery breeding farm.

“Materials required for the project have been paid for from our first quarter ward grant, after it was released into our account,” he said.

He said the farm will be managed by local experts in the ward and will be overseen by the ward development committee.

“This project is more technical in nature; thus, local experts in Ward 28 will be deployed to look after the farm with the oversight role of our WDC.

“The technical experts will be paid for their job during the first eight months,” he said.

Meanwhile, he said the project will benefit and engage many people in his ward.

He added that the project aims to meet each household’s financial needs and provide food security for the people.

“All of us will be farming the pigs. Each household and individual will directly benefit from this project to meet their daily essential needs,” he said.
