Ngella MP reaffirms commitment to development

MEMBER of Parliament for Ngella Constituency, Choylin Douglas has reaffirmed her commitment to driving infrastructure and agriculture development in the constituency.

Speaking recently, Mrs Douglas said the long-awaited road project for Small Gela’s Boli District is expected to commence soon, pending final cost and scoping reports from the Ministry of Infrastructure Development (MID).

“The road assessment was completed two months ago, and we are still waiting on the final reports. Once received, implementation will begin,” she said.

In the meantime, the constituency office has already purchased 10,000 nursery coconut seedlings, and Douglas is encouraging both existing and new farmers to begin clearing and preparing their land for planting.

“Our goal is to plant 20,000 coconuts this year. Our CDO and the team will be visiting communities to talk more about agriculture, including our plans to plant at least 40,000 cocoa trees,” she said.

She also announced that members of the CDC will soon begin screening project applications, including initiatives focused on improving water and sanitation services across Ngella.

Douglas, who also serves as the Minister for Culture and Tourism, emphasised that her top priority remains boosting agriculture and tourism as key drivers of rural development.

SINU 4th campus no longer a distant dream

The long-envisioned fourth campus of Solomon Islands National University (SINU) in Malaita Province is moving closer to reality following a high-level meeting held on Friday, May 2, 2025, between a SINU delegation and the Malaita Provincial Government (MPG) technical team in Auki.

Led by Pro Vice-Chancellor Corporate, Dr William Parairato, the SINU team met with key MPG officials to advance discussions on the establishment of the Aligegeo campus.

A statement from SINU said the central focus of the meeting was the official transfer of land from MPG to SINU — a crucial requirement for the project to proceed.

A key outcome from the meeting was the agreement to establish a joint Steering Committee.

Once formed, the Committee will be responsible for finalizing all land transfer instruments in preparation for an official declaration during Malaita’s Second Appointed Day celebrations in August 2025.

Speaking during the meeting, Parairato reaffirmed SINU’s commitment to expanding its services to Malaita, stating the Aligegeo campus represents a strategic development that will provide lasting benefits to the province through education, training, and local economic growth.

Deputy Provincial Secretary Peter Herehura, who represented the MPG technical team, confirmed MPG’s strong support for the initiative and noted that preparatory work on the land documentation is already underway. He said MPG is committed to ensuring that all administrative and legal requirements are completed on schedule.

The meeting was followed by a site visit to the proposed Aligegeo campus location, which has been praised for its central location and the absence of land disputes — a factor seen as key to the project’s success.

This latest development builds on the Memorandum of Understanding (MoU) signed between SINU and MPG on August 15, 2024, during the 41st Malaita Second Appointed Day celebrations.

The MoU was signed by SINU Vice Chancellor Professor Transform Aqorau and Premier Elijah Asilaua, in the presence of donor partners and hundreds of local residents.

The proposed Aligegeo campus will be SINU’s first outside of Honiara and is expected to offer academic programmes in agriculture, technical and vocational education and training (TVET), teacher training, and short courses tailored to Malaita’s development needs.

The campus aims to ease the financial burden on Malaitan students who travel to Honiara for studies, while at the same time creating local jobs, boosting infrastructure, and enhancing human capacity in the province.

The establishment of the Steering Committee marks the next critical phase in making the SINU 4th Campus a reality.

Currently, SINU has three campuses, all located in Honiara: Kukum, Ranadi, and Panatina.

The SINU Aligegeo campus will be the 4th campus.

The move is being hailed as a critical step forward for education in the province, with many Malaitans expressing their full support.

‘We need our people to be aware of PACER Plus’

It is vital for people to know about PACER Plus and what it can do for them.

Roy Lagolago, head of the Samoa-based PACER Plus Implementation Unit (PPIU) expressed this at the first day of the 8th meeting of the Pacific Agreement on Closer Economic Relations (PACER) Plus Joint Committee at Mendana Hotel yesterday.

He stressed that it is important whether a farmer in the outer Malaita province or from any of the outer islands know about PACER Plus or not and what PACER Plus can do for them.

Lagolago stressed that without our people trading, PACER Plus is just another agreement.

In relation, he emphasised that people need to be aware that they as government officials are providing them with opportunities to discover the world and not just here in the Pacific.

“And I think this is an important reflection for us.

Look at the opportunities for our people, look at where we want to go to next.”

Moreover, Lagolago said they all feel what happens across the world and that is, sometimes, leaders across the other side of the world don’t realise we exist.

He added that this is where as people and communities, as PACER Plus, we are really resilient and able to withstand the challenges thrown at us.

“And we continue to do so and PACER Plus gives us that opportunity to provide the opportunities for our people, for our communities.”

He said this is something they should continue to reflect on as they deliberate more in the coming days.

It is understood that the meeting is attended by representatives from Australia, Cook Islands, Kiribati, New Zealand, Niue, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu and will focus on reviewing progress under the PACER Plus agreement, including updates on the implementation of the 2024-2025 annual work plan.

The Pacific must stand up for a multilateral based economic system: Beck

In a time of trade tensions creating uncertainty and changing trade dynamics across the world, the Pacific must support a multilateral rule based economic system.

Collin Beck, Permanent Secretary for the Ministry for Foreign Affairs and External Trade (MFAET) voiced the above whilst speaking at the opening of the 8th meeting of the Pacific Agreement on Closer Economic Relations (PACER) Plus Joint Committee, May 5-6 at Mendana Hotel yesterday.

In his remarks, he acknowledged the attendance of all participating countries.

Beck expressed that their presence is a testament to our shared commitment to strengthening regional integration, trade and advancing sustainable economic development across the Pacific.

“It is both an honour and privilege for Solomon Islands to host and chair this gathering at this critical juncture as we come near to the end of the first 5 years of implementation of the agreement.”

Beck went on to state that they are also at a time when trade tensions are creating uncertainty and changing trade dynamics, order and relations across the world.

“The Pacific has not been spared. This is a time when the region must stand up for multilateralism, support a multilateral rule based economic system.”

Beck stressed that they must advocate for dialogue over unilateralism, cooperation over confrontation and mutual respect over coercion and intimidation.

He highlighted that the PACER Plus Agreement envisioned as a pathway toward deepening economic integration across the Blue Pacific Continent by creating a predictable and rules- based trade environment and by unlocking targeted development assistance through the Development and Economic Cooperation (DEC) Work Programme.

Beck added that since the agreement came into force on Dec 2020, they have laid the foundation for economic cooperation.

He pointed out that they however must question themselves a bold question of whether or not they are realizing the full promise of PACER Plus and if not, what are the reasons for it.

Beck furthered that what they need to do is to connect the dots.

He also noted that the current five-year Implementing Arrangement and its DEC (Development and Economic Cooperation) Work Programme is scheduled to conclude in December 2025.

PM Manele congratulates Australia’s PM Albanese on landslide re-election

Prime Minister Manele has extended heartfelt congratulations to the Prime Minister of Australia, Hon Anthony Albanese, on his successful re-election.

In an official message sent to Canberra on Monday, Prime Minister Manele conveyed his sincere congratulations to Prime Minister Albanese for his resounding and landslide victory in Saturday’s federal election to become Australia’s 32nd Prime Minister. 

“Your election victory at a time when our world is facing many challenges clearly demonstrates that the people of Australia have embraced your vision and have put their trust in you as their preferred leader to address your country’s national priorities, while also leading Australia’s engagement in the rapidly evolving global and regional political and economic environment.”

Prime Minister Manele reaffirms Australia remains Solomon Islands steadfast friend and has been our development partner of choice for decades, a statement by the PM Press Secretariat yesterday said.

Solomon Islands acknowledge with gratitude Australia’s assistance to Solomon Islands over the years, in particular during the country’s moments of need as demonstrated through Australia’s engagements in RAMSI, the Solomon International Assistance Mission, the historic joint national, provincial, and Honiara City Council elections in 2024, and during the COVID 19 Pandemic, the statement said.

Manele expressed confidence in Prime Minister Albanese and his administration as they lead Australia with fresh mandate from the people of Australia.

“The Australian electorate has given you the mandate to govern without the need for a coalition reflects their trust in you and your party’s leadership to guide Australia’s national and international engagements at this time of rapidly evolving global events.”

Manele commits to working closely with his Australian counterpart to further elevate the Solomon Islands-Australia partnership, the statement said.

GNUT rolls out $2.26m to support agriculture sector

The Government for National Unity and Transformation (GNUT), through the Ministry of Agriculture and Livestock (MAL), has launched a SBD$2.26 million revolving fund to support the cocoa and coconut industries across the country.

The initiative reflects the GNUT government’s strong commitment to strengthening the agriculture sector and improving rural livelihoods.

Speaking at a recent press conference, Prime Minister Jeremiah Manele reaffirmed his government’s dedication to empowering local farmers and traders, enhancing the quality and competitiveness of Solomon Islands’ cocoa and coconut products.

He said the fund is designed to boost export volumes while contributing to the nation’s economic diversification and sustainable development goals.

“As part of this commitment, the Ministry of Agriculture and Livestock has launched a $2.26 million revolving fund to support traders involved in the cocoa and coconut industries,” PM Manele said.

“This initiative is a key element of our broader strategy to stimulate agricultural exports and empower rural communities.

“The fund has been allocated to 57 successful applicants across all nine provinces, including cocoa and copra buyers, exporters, and transport service providers—ensuring support at every stage of the value chain, from production to market,” he said.

The Prime Minister explained that the fund operates as a soft loan with minimal interest. Recipients are expected to repay the principal amount within a set timeframe, ensuring the sustainability of the program for future beneficiaries.

“This approach ensures the fund continues to support more farmers and agribusinesses in the years to come,” he added.

GNUT working on export policy and MSME support

The Government for National Unity and Transformation (GNUT) is developing a National Export Policy Framework to boost trade capacity and strengthen the Micro, Small and Medium Enterprises (MSME) sector.

Prime Minister Jeremiah Manele highlighted this during a media conference to mark GNUT’s one-year anniversary on Friday.

Prime Minister Manele said the initiative is part of the government’s broader strategy to drive economic transformation and improve access to finance for MSMEs.

“A National Export Policy is currently being developed in partnership with the Ministry of Commerce, Industry, Labour and Immigration, and key stakeholders,” Manele said.

He said the policy will support exporters by improving access to finance, providing technical assistance, and delivering timely market information, all aimed at increasing the global competitiveness of Solomon Islands products.

In a related initiative, Manele said the GNUT government, in partnership with the Young Entrepreneurs Council of Solomon Islands, has secured SBD$3 million to support youth entrepreneurship.

“The government, through the Ministry of Culture and Tourism, has partnered with the Young Entrepreneurs Council to secure a $3 million grant. This initiative is focused on growing youth-led businesses in the tourism sector,” he said.

Manele emphasized that both initiatives demonstrate GNUT’s commitment to sustainable economic growth through a strong MSME sector and an export-driven economy.

“Together, these programs will strengthen the resilience of local industries, reduce reliance on imports, and equip Solomon Islanders with the tools and opportunities needed to thrive in a fast-changing global economy,” he added.

GNUT assures progress on SEZ and National Industrialization Policy

The Government for National Unity and Transformation (GNUT) has reaffirmed its commitment to advancing the Special Economic Zone (SEZ) initiative and the development of a National Industrialization Policy.

Speaking at a recent press conference, Prime Minister Jeremiah Manele said the establishment of SEZs aims to promote investment in rural areas by offering business-friendly conditions.

He said the SEZ Bill, now before Parliament, is designed to stimulate investment, streamline business processes, and create employment—especially in rural communities.

“These zones will offer tax incentives, infrastructure support, and customized regulatory frameworks to attract both domestic and foreign investors,” PM Manele said.

He added that key sectors to be supported under SEZs include manufacturing, tourism, and agriculture.

Alongside the SEZ initiative, GNUT is also working on a National Industrialization Policy aimed at boosting local industries through improved infrastructure, access to technology, and expanded market opportunities.

Meanwhile, the Prime Minister outlined significant fiscal reforms that the GNUT government is set to undertake, starting with a comprehensive review of the national tax system.

“Our goal is to establish a fair, simple, and broad-based tax regime to ensure everyone pays their fair share,” he said.

PM Manele outlined a phased approach to tax reform:

Phase 1: Involves the Tax Administration Act, which has already been passed, and the upcoming Value-Added Tax (VAT) Act, expected to be tabled in Parliament soon.

Phase 2: Began in 2024 following Cabinet’s endorsement of key policy directions. This phase will cover reforms to the Income Tax Act, and later include reviews of excise taxes and resource rent taxes.

The GNUT government says these efforts are vital to modernizing the economy and fostering long-term sustainable growth.

MID PS calls for support towards SIMC lifeboat installation project

The Permanent Secretary (PS) for the Ministry of Infrastructure Development (MID), Allan Lilia, has called on partners and stakeholders to support the Solomon Islands National University (SINU) Maritime College (SIMC) with the installation of a lifeboat and its accessories.

The call was made during the official commissioning and handover ceremony of the newly established Safety of Life at Sea (SOLAS) Centre held last week at the SINU Marine School in East Honiara.

“Following the successful establishment of the SOLAS Centre, the next crucial step is the installation of the lifeboat—a fundamental requirement for delivering basic safety training courses,” PS Lilia said.

He said that these courses are essential in equipping seafarers with the qualifications needed to sail internationally.

“Although the lifeboat has been on site for three years, its installation is critical to ensure training delivery is compliant with international standards,” he added.

PS Lilia used the platform to urge potential partners to come forward and support the project.

“The fundamental elements are firmly in place. We have the vision, the strategic plan, and the potential of our youth. Our focus now is on upgrading the college to fulfil its vital role in training the next generation of maritime professionals,” he said.

Acting Vice-Chancellor of SINU, Dr William Parairato, echoed the importance of the project, stating that it would cost around SBD 5 to 6 million to complete.

“Our next major project is the installation of the lifeboat and accessories, which is crucial to meeting the training needs of the maritime and shipping industry—locally, regionally, and internationally,” he said.

Dr Parairato also informed PS Lilia that SINU has received approval from the Tandai Council of Chiefs to expand the campus beyond the high-water mark in preparation for future developments.

Business as usual despite MoNC

It will be business as usual this week, despite the Motion of No Confidence (MoNC) scheduled to be debated in Parliament tomorrow against Prime Minister Jeremiah Manele.

Commissioner of the Royal Solomon Islands Police Force (RSIPF), Mostyn Mangau, told local media during a press conference on Friday that the MoNC is part of the democratic process and should not disrupt normal life.

“This is a normal democratic process. Let our leaders deal with it,” Commissioner Mangau said.

He urged the public to go about their daily routines as usual—attending school, going to work, and running businesses.

“We have leaders elected to handle this matter. The Solomon Islands is mature enough to go through such processes. We’ve been through this before. Let our leaders deal with it,” he added.

Parliament received the notice of the MoNC last Monday. The motion was moved by the MP for Central Honiara, Hon. Gordon Darcy Lilo.

Mangau also assured the public that appropriate security measures are in place and that peace and order will be maintained throughout the proceedings.
